Also, I agree with TSG that it is...unlikely that diplomats at the United Nations would do that, to say the least. :P

I wouldn't be surprised if that was a rumor that was floating around, but ultimately I think what happened was that one nation nuked an adjacent nation under the pretext of preventing the spread of the Reaper Plague - stop refugees from running into their nation and spreading it, which inevitably escalated into a total worldwide nuclear exchange.
