Oh, I don't doubt it. I definitely got the 'I have a plan' vibe from him, which would lead me to assume that some time between the Breach and his getting caught, he got in contact with Cinder, who was rightfully angry about this, but quickly developed a new plan to deal with the altered circumstances. 

Otherwise, I fully expect that the Breach would have taken place during the height of the Vytal Festival, with all the chaos that that would have brought with it.
