Danger, High Voltage!: Harry's body is capable of generating an arbitrarily powerful electric current, which he uses to power his armor, weaponry, and various gadgets he puts together in his spare time.
Thunderstruck: Neurosynaptic impulses throught his body work faster, giving him greater reflexes and, more importantly, the ability to think several magnitudes faster than a normal person, which comes in handy when inventing new gadgets.
Electric Feel: Said neurosynaptic impulses also scramble the frequency of his brainwaves, rendering him extremely resistant to psionic abilities.

Personality: 
Harry's a proud, friendly man who believes firmly that America is the greatest country on God's green earth.

Backstory: 
Harry used to be a municipal electrician- he wanted to be an engineer, but he didn't have enough money- working in downtown DC. He was content with his lot in life, a proud, patriotic man working hard to keep the infrastructure running smoothly- that is, until the day of the accident. It was a routine job, fixing an electrical transformer- so routine that even proud, hard-working Harry got sloppy, wrench slipping out of sweaty hands and creating a short that caused the transformer to explode. He awoke in the hospital, where he received the bad news: Due to damage sustained by his nervous system, he would never walk again. Over the following weeks, however, he noticed another change- he felt faster, thought clearer, and his body was generating a fantastically-powerful electric current! the very brain damage that had crippled him for life had gifted him with superpowers!
Elated, Harry used his pension to create a suit that would allow him to walk again- when the aliens attacked, it was a fairly simple matter to convert his suit into battle-ready armor, and so he signed on with the military; finally, this country had need of a man like Harry, and he wasn't about to let old Uncle Sam down.

Equipment: 
Cricket Mk. III Hardsuit: Originally designed to allow Harry to walk again, the suit is powered by his bioelectric current and has been modified over time into a combat machine, providing enhancements to his physical capabilities (especially his legs), somewhat primitive electronc targeting systems, air-filter and climate-control systems, a variety of mundane tools, ammunition storage bins, a pack, and connection ports to provide power to his various inventions. It carries several modular hardpoints for adding weapons or devices, most commonly used to carry Lucy as well as a more conventional firearm, most commonly an M-4 Carbine modified for electronic firing.
"Lucy": A weapon of Harry's own creation, Lucy is a man-portable CO2 laser capable of melting through two inches of solid steel in as many seconds. Like most of his gadgets, it has no power supply, instead being hooked up directly to either Harry or one of the connection ports on his armor.
