Well, say you are the equivalent of an African nation that was a British colony. You have some industry left over from the colonial administration that you now run, but it's like India producing Lee Enfields in the 1960's; it's a weapon, but it's hardly modern. Your country is a generation behind, pre-WWII, in terms of industrial process. (WWII was one of the great pushes forward in that.)

Of course, with the mineral deposits you own, I'm sure you can quickly sell rights off in return for more modern stuff. But, of course, you might want to beware the devil in the details of such agreements with larger powers. ;)
