That is true, but considering the level of starting tech, most of us are somewhat...on par..ish...okay not really, but so far none of use are Modernized yet, only rapid modernization, limited, or obsolete.

This is more apparent with the Military tech than the Domestic Tech, with only two Rapid Modernization, if skimming through the pages for the rolls was any indication

So, no one is exactly nuclear capable atm, either due to lack of fissible, or lack of tech, or mostly a combination of the two
