Nuclear tech is not the same as military or even domestic tech. Russia's modernization was limited in scope, essentially focusing on military applications and tech for the elite, but they still managed bombs. However, the crudity of the tech can show up in various ways to stymie a weapons program as it develops, and finding ways to address these shortfalls will be a part of the RP.
