Actually, I was thinking something along those lines as well. I wanted guns (some guns, at least) to be one of the advancements the world had made and for a revolution to be brewing amongst the civilians (AKA those without chakra). While the ninja are raging war against one another, the civilians would be allying towards the common goal of no longer being oppressed by those born with the power to mold chakra.
I already have a few NPCs and such planned; one of those being the inventor of the first "gun", a genius who engineers weaponry for ninja, and his apprentice. I wanted both of them to be civilians, but where the inventor is a supporter of the ninja ways, the apprentice feels that the civilians are oppressed by it and as such, uses his Master's new invention to level the playing field and begin the revolution.
I didn't plan to actually introduce the revolution till later on in the game, though...
