I consider the tech levels to be a good starting point; also, the way the roll system works, nations can't really isolate very easily or well, so engagement just to get the necessary tech knowledge and various imports to achieve a policy agenda is a necessity.

So military upgrades, not to mention research and development (education levels factor into this) will become a thing.
