If I told you what it meant, it wouldn't be much fun, so I'll tell you what it might mean: the character wears literal paper armor, the character has a semblance that manipulates confetti, the character really likes making lists, the character's skin is 'paper-thin' physically, leaving him/her with a crushing weakness, the character's skin is 'paper-thin' metaphorically and he/she flies off the handle at the slightest provocation, the character is totally enamored by origami, the character's semblance can bring origami to life, the character's name is 'paper' in another language...I could go on.
