I'd like to make a comparison between Natsu Dragneel of Fairy Tail and Pyro of X-Men.  Natsu has an innate magical power, allowing him to create fire.  Pyro must rely on preexisting sources for fire, like a lighter, but he can manipulate those flames.  At the end of the day, both are shooting fire.

If you judge that a different fuel source makes it sufficiently different (and interesting), you're free to go ahead with it.  I expect that her physical 'transformation' helps makes this difference; perhaps you could outline for us what she looks like with her semblance fully engaged.
