I want the treaty that ended the Great War to have been as awkward and inconclusive as possible. An imperial city-state at Maraust's doorstep, one which they failed to liberate, would be helpful in that regard. So, sure. I was also thinking of having had the Maraust independence/communism movement begin in a former of your colonies, in a Maraust region I have written up to be called 'Tsharrsta'.
