So, you could chose Landlubbers or State Controlled. However, that would put you at 10 traits. While 10 traits are legal, more than 8 or 9 traits will give you a less stability (although the 'What is Gunpowder' trait is supposed to give you better stability). Or you could remove the "Ships of Line" or "Natural Great Men" (this would allow you to get rid of "Never been out of the village"), or you could get rid of "Kings of the Sea". Any of these options will give you the correct amount of points. Going back to my first point (points prevent people from being great at everything), since it looks like you want to be great at the sea and at trade, you might want to get rid of "Natural Great Men".
