That means the Kimo are building a colony in the middle of hostile territory.
Best up the defences soon then. (Also, one of their largest military bases in in the exodus cluster too, since they have fleet strongholds on both ends of the relay leading into their home sector.)

Also, the Serpent Nebula is where the citadel was in the last cycle. Where is it now? Still near earth or somewhere else?
