Klassen Rock/Mesaflores is the oldest settlement in Holtland, and probably makes for the best possible place to stick a naval base in Holtland. It also happens to be the most vital arts and bar scene in the country anyway, as the place gets a lot more rednecky as one moves into the interior.

On the downside, it's got a lot of Vatalans living there, potential guerrillas, though they don't mess with Klassen Rock too much because it's a good place to deal with foreign agents. 

So the place ought to be swimming in agents.
