Well, its a old Darwinian thing, Nature kills off millions before they are born, and kills off 80% before they can mate, the strongest however, come out victorious and manage to mate, 

Same thing with this, Why waste your time with Failed experiments? why not Have only the Strongest survive and make the Strongest soldiers?. instead of having 40% annoying cat people 30% lobster and 30% panther? when you can have 100% of the strongest?
