No but really. I should I have the planets that the Draconian have conquered as just swept clean through genocide, or turned into a sort of slave-state, where the Draconians destroy their military and simply occupy the planet, and have a quota of goods that each planet has to fill out. Besides planets that are settled by Draconians, of course- already inhabited as a sort of slavestate, uninhabitated as Draconian pop. and indust. centers.
