You can start wherever you want, but we'll meet up in Republic City.  I know I'll start in Ba Sing Se, and that something will happen elsewhere in the world and I'll get a message to go there to meet up with a task force.  We'll be dispatched from Republic City to fix it.

I'm thinking "something is attacking ships near the Southern water tribe" will be a good starting point.
