No, not exactly anyways.

In exchange for smuggling weapons for Serbia as well as providing them funding and acting as a PMC if needed, the Mafiya was given free reign over Albania, but only Albania. Serbian military regularly has to fight the Mafiya to keep them out of actual Serbia.
