Instead, it's turned into the Asian Bloc which is a body of the Third International. Functionally the International wouldn't be really capable of funding militant outfits. Any funding it receives from its member states is purely to keep it functional in an organizational sense. It doesn't arm people. And it doesn't have a military to call its own by which to assist people. It comes down to the individual focus of the states within. That said I don't think China's very interested at the moment. I'm sure they might flip something if they're approached but they're not going to proactively seek out anyone. Revan's the other member of the Comintern so he might be the next best thing to approach in Mexico. But you're in Mihndar's backyard so I would ultimately have to have you check with him or for him to say something in the thread.
