[/quote] That sounds good concerning the urbanisation. It's quite simple. You already have roads and sanitary buildings, public buildings etc, but constructing more would cost you. Really, this is more to add flavour to the writing, add a sense of difficulty since there is no 'income-spend' mechanic in place. It boils down to if you want to build a temple or bath, it'll have to paid for. The larger, the more expensive. A public toilet would be an affordable project, an aquaduct would be expensive.
