A GTA set somewhere other than Fake Miami/New York/LA(Cali)

Perhaps one set in Mexico? The main character being part of a prosperous drug ring, where he is a fast rising star. Part way through, he gets set up as a fall guy, and is left for dead/arrest, and manages to survive/escape(or cop a deal), and comes back to take down the drug ring/take it over, after a careful manipulation of events. 

Or even one in Japan(Or somewhere bigger).
