Hokksulgugae uses a writing system similar to Hangeul, the Korean alphabet (I borrowed many "Korean-sounding" elements for my NS). Characters/letters are arranged into "blocks" to form syllables. 
The peninsula probably used to use whatever system is standard in the Dominion, but developed its own when it became independent.
