I believe that all that information can be found in the very first part of the post; what's going on is that the government is hunting the mutants down and not only experimenting on them, but also killing them. Because of this it has become too dangerous for the mutants to live out within society (they aren't really gathering at this moment, they are just trying to survive), they have been trying to peacefully get back their rights but thanks to the government being too persistent and wanting nothing more than power and complete control of the world and all those in it, they have now had to resort to more drastic measures resulting in a full-blown civil war to erupt. That is what is kicking off the plot so to speak; if you wish to know more about what happened to get to this point I will "quote" that part of the original post below for you to read over again.

The year now is 2020 and the chaos that has come with the ongoing war is in full swing; entire cities going to waste while laying in crumbling ruin while social tensions began to run at an all time high thanks to the turmoil between the government and the mutant society; though the fighting has only just begun, this battle will continue to rage on as the mutants continue to strive and fight for their right to exist within this world.[/i]
