That very same question pops into my mind, as well!  If they are answerable to a sole benefactor, this entity is potentially the most dangerous conceivable being, more powerful than the Cold Clan in terms of influence, if not power.  Imagine taking That on, you'd get the Sonic rings slapped out of you.  However, while the series/manga doesn't rule out the possibility of powerful beings in other galaxies/universes, there are no references anywhere that can confirm the existence or non-existence of an authority figure above them.  They most likely own the WTO themselves and occupy the highest ranks to monopolize the market/system.
