I assume "available dodge" would be like if you think it would hit 70% of the time then you'd roll a 10 sided dice and 7 out of 10 numbers results in a hit, one of them like a lucky strike. That seems like a perfectly reasonable way to fight as long as you guys can figure out why exactly it would have such a hit percentage, which could get complicated. I'd fight battles knowing I'd lose if they are interesting.
