I would say that he does, only it's obviously accented. It's when he slowly falls back in to the Akira character that he becomes silent and methodical, though I'm not sure if giving him a Paul Bearer would work that well, heh. 

Regarding his facepaint and entrance attire, I think for the time being, which is his debut period, he'd come out in simpler stuff, his tights and a vest with a logo or two? For the purpose of kayfabe, he's just some dude from Japan trying to forge a new identity for himself after his time in Japan with lingering habits from the good old days. (Good old days? Shit the dude's been wrestling since he was a teenager, so damn young.) If the GPW eventually booked him to go full Great Akira, I'm sure he'd bust out the [url=https://www.youtube.com/watch?v=sVlBVjjeIYA]craziest stuff[/url] he could, gotta teach these muricans how Japan rolls. No but really, I'm sure the facepaint and over-the-top attire will come in due time.

On an aside, if you've got time, go look up some of Muta's entrances/entrance attires, the pageantry is insane.
