Anyone capable of creating such would need access to a lot of "juice". Since it wouldn't be fired up irregularly, using the moons wouldn't be reliable (they're powerful, but ebb and flow). Thus the only truly powerful source left is blood. You'd need a lot of blood to fuel such. In other words, you'd be very visible for the trail of bodies left behind. Or you'd have to be very good at cleaning up. People tend to take offense at the sight of numerous bodies in association with a single individual. Or they take offense when people start disappearing without explanation.

At this point in the RP, the only group probable to be able and willing to fund an evoker that needs a lot of blood is the Kalnachi inquisitors.
