Well, I think I would start him off without any.

This would force Ryuku to take the time to unlock one of his Kuji-In Cuts in order to use it.

Though, I would say that he could only unlock the first three; Rin, Kyo and To.

You're characters abilities are certainly powerful in their own right, but I think those three will be enough.
