Each of our attacks will have a base percentage of doing damage, from 0% to 100%, and based on the circumstances you can up or lower the percentage for the attack. Each character would have a dodge number to start with (a nimble person having 30, for example, meaning they subtract 30% from the enemy's attack) and then how they dodge could also change things. Not being able to move would eliminate all dodge.
