Flying and transporting operatives for numerous missions, he knew exactly what to do.  Because they were going underwater, each operative had artificial "gills" from their armor.  The device was able to create air for the troops to breathe.  With a nuclear ability to convert surrounding water molecules to breathable air molecules, this was the product of an experimental crash course program for underwater combat.  The good news that it had years for mastery and testing.
