Generally speaking, yes. The idea is to essentially prevent characters from ever being as horribly OP as, say, Superman or Thor. Also, the powers are, technically-speaking, mutations induced by the chemical explosion so it would make sense that many of them come with serious side-effects, be they physical or mental. It also allows for there to be underlying political controversy regarding the Meta-Humans. Are they still to be considered human or they Mutants? Would the term "Mutant" be considered offensive or derogatory compared to a safer phrase like "Meta-Human" which still uses the word "Human" to induce the idea that they are in fact still human? That being said, I intend for there to be both supporters and detractors of Meta-Humans, the detractors often simply calling them mutants to the point where the whole "Mutants or Meta-Humans?" debate even became a thing in the first place.
