[s]In the episode where Flowers is sent to guard the Alpha the Director said that steps were being taken to ensure no-one questioned why there was no Agent Florida, while at the same time a projection on the monitor in front of him showed as explosion which causes Florida to break away from the rest of America and disappear. The implication was that the Director had the entire state wiped out in order to cover up the fact that Agent Florida was now undercover.

My mistake. Just reviewed the episode and the Director just says they need a cover story to explain what happened to Florida and the Counselor (Aiden Price) says "Leave that [i]all[/i] to me, sir," before pressing a button which causes the explosions on the simulation behind him (around 5:25 on the video below.) Which makes the Counselor the bastard, not the Director.
