Roy Harper Jr aka [i][b]Speedy[/b][/i] first appeared in More Fun Comics #73 (November 1941).
Roy didn't adopt the name Red Arrow until Justice League of America (vol. 2) #7 (pre New 52). Which was 2007 I think.

EDIT - There a Golden Age [i]Black[/i] Arrow, but he was a villain.
