You will have special minions, called Lieutenants or Henchmen or Underlings or w/e. These are characters within their own rights. I did not have them written in yet because they will take a bit more time and effort.

Odd minions are also possible, see the Scientist/Laboratory for an example. You wanna make an army of Frankensteins creations, that is possible. It may take some work on the Mastermind's side of things though

Most of your CS is fine, may have to clarify the abilities later. We'll see.

Mostly the latter. Player-driven RPs are difficult, but I feel for something like this needs more of a player focus than a overworld plot focus. As we go I would like to expand on your own characters and build a plot.
