The book is presented as the reference Luke used when forming the New Jedi Order, and has 'handwritten' notes from Yoda, Count Dooku, Qui-Gon Jinn, Obi-Wan Kenobi, Anakin Skywalker and Ahsoka Tano, implying that it was the handbook they were issued as part of their training at the Temple. Although the book was created in collaboration with Lucasfilm it hasn't been officially endorsed (or dismissed) since Disney took over the property, and so its validity is currently in doubt (as with so much of the rest of the lore.)
