In fights. Creating tension/suspense/pressure is a must. Even prodigies and jounin will have difficulties fighting a horde of fodders. 

Creating tension is the common sense that keep track on making things fair and just, it also keeps track of chakra reserves like; "I used Chidori 4 times and my chakra is getting low, I need to create a diversion and preserve my chakra.." And all that.
