Comparable to that of the backwards Western provinces like mine. I'm aware you can turn things around as a Warlord but you having massive wealth with the snap of your fingers feels like meta-gaming. It looks like you just saw that today it's doing very, very well and is quite rich and decided you would just use that for the 1911 era as well. That being said, i'm not the game master and I can't make you change anything. I'm just making an observation and i'm providing some information (Like the population data's) to help make things more accurate. Edit: Maybe you can describe what policies you have for the region instead? I'm aware that I myself have a lot of ideas for my province but in most cases they're still going on the way. Like they're not set in stone as of yet, and I left mine open for problems to be exploited by the game master. For example, i've banned the trade in Opium, which in the long run will increase the price of Opium and drugs in general in my province quite high, which should entice smugglers from all over China to get their goods here and sell them for the high prices.
