From what I understand, Soul Rend is basically a very damaging attack that has a few extra effects. If you land it (which, being a projectile attack, isn't guaranteed), the enemy is dealt a grievous wound. If they [i]die[/i] from this, their soul will be trapped in any soul gem on-hand and their corpse will be reanimated.

Call Dragon is effectively a summoning spell. Every five minutes, you can summon Odahviing, a large dragon. It takes a while for him to appear, he's slow and unwieldy, and he can be defeated with a moderate amount of effort. Compared to other character's at-will infinite summoning capabilities, it's not quite at the top of the list.
