Your merchants practically deal with anyone so long they pay. I may not suspect you as a mastermind behind something like this because you would never go against Tin. On the other hand trading weapons is okay so long it's conducted under the table. So KalMea selling explosives to the rebels can make sense.
AAAAGH, LOGICAL REASONING! Get it away! But seriously, KalMea would not be very willing to disrupt Tin operations in the islands, since we hope to gain a piece of the property should they win out. If we have something to gain, we aren't going to help ruin it. I supppose you could say the rebels promised us part of the islands, if they are granted independence, but if KalMea was suddenly allowed to set up colonies in the islands immieditly after they gain freedom...then, well, it would be painfully obvious to all other nations (including Tin, our strongest ally) that we had an under-the-table-deal with the native rebels. In other words, KalMea has almost nothing to gain from this that wouldn't- excuse the pun- blow up in our face.
