And to answer your question I was thinking more along the lines of a glitch by the part of the creator of the Freeze, some loony mad scientist who wants to control the world and its inhabitant like little dolls (i.e. why you could move people around). However there were many unexpected results like the weather and electricity stopping but also the fact that some people are still fine. If (or more like when, since that's the whole point of the roleplay) our characters get to the machine the scientist created I'm sure they could manipulate time but they, by themselves, can't.
