To clarify a few things:

It's 10PM at night. 

The streets are chaos. 

The national guard has quarantined the city, ruling out an exit plan -- for now. 

There are people in the apartment building who are unaccounted for. 

The building has yet to be barricaded. 

The building has seven floors, with 6 apartments per floor. 

Everyone starts in the lobby, crowded around the TV.
