All werewolves transform involuntarily on the full moon, however if they are in serious danger they can transform when it isn't the full moon. Werewolves with poor self-control will usually involuntarily transform if angered, which is one of the reasons they tend to stick to rural areas. Werewolves who are very intune with their lycan side can transform at will, however these are uncommon. As for vampires; the sun's rays are lethal to all vampires, so they operate exclusively at night time. Holy water and garlic have no affect on them, and they can cross running water. Religious symbols (such as the cross) are only able to ward them off if the bearer has immensly strong faith in the deity or religion they believe in, which is very rare in Santa Somabra. My intention was for the players to make their own plot (by starting gang disputes etc) and that I'd then Roleplay the other factions and NPC characters in the world around them reacting to that, but if there was an overwhelming request for a set plot then I could always come up with something.
