Technically, the Cayman Islands are privately owned by the Director of Dominus, and its 60,000 residents all rent the property from her. Dominus also controls regional HQs in New York, Vienna and Shanghai.

The following contains notable parts of the Dominus Terms of Service, which much be adhered to by the client that hired Dominus. Failure to comply with the Terms of Service will result in immediate termination of any contract and a possible future penalty, as Dominus sees fit.

PAYMENTS AND REFUND POLICY

	You agree that you will fully pay for any service executed by Dominus on your behalf. If you cannot pay in full at the time or arrange a proper payment plan that Dominus deems acceptable, your property may be repossessed by Dominus until the payment is fulfilled.

DOMINUS LICENSING RESTRICTIONS

	Dominus is a for-hire intelligence service, however there are certain things that the company refuses to do based on moral objections.

	* Dominus will only neutralize designated enemy combatants of the client and any target that the field agents or technology operators deign an immediate obstruction to the mission.

	* Dominus WILL NOT designate a target under the age of 14 as an enemy combatant.

	* Dominus WILL NOT take part in the production or acquisition of a product relating to biological warfare.

	* A Dominus branch WILL NOT commit any harmful act against a current client, however separate branches can be hired by opposing clients at the same time.

	* Dominus WILL NOT engage in torture; neutralization is to be carried out as fast and painlessly as possible.

DOMINUS PROTECTION CLAUSE

It is hereby enforced that ANY CURRENT CLIENT of Dominus, if they possess a military or paramilitary force, is HEREBY OBLIGATED to come to the defense of Dominus, Inc. should a foreign paramilitary or military force attack the Cayman Islands, regional headquarters located in New York, Vienna or Shanghai, or ANY OTHER private property of Dominus Director Cordia Tsao.

DOMINUS EXTRACTION CLAUSE

It is hereby enforced that if a Dominus agent is captured in the field, the client will be given the option to either confess to hiring Dominus and formally request the agent be released, and thereby be exempt from the cost of the failed mission, or disavow the mission, adhering to pay it in full but sacrificing the life of the agent in the field.

Dominus is formally an independent agency that licenses itself out to any client, within Dominus' terms of service. Dominus is composed of several branches, both regional and according to function. These branches are headed by a Chairman or Chairwoman. All Chairpersons report to the Director of Dominus, Inc., Cordia Tsao. Dominus employs security forces for its buildings, but does not support a traditional paramilitary force.

Dominus technology and agents gather information otherwise unavailable to the client. Chairman: Gerald Frey

Dominus will engage in targeted neutralization of enemy combatants, as designated by the client. AKA assassination. Chairman: Silas Hoover

[i]Sabotage[/i]
Dominus will destroy important technology, weapons, buildings, roads, etc. of the designated target. Chairwoman: Anke Freud

[i]Target Retrieval[/i]
Dominus will enter an enemy zone and retrieve a combatant as a POW. AKA, kidnapping. Chairman: James Tsao

[i]Security Management and Consultation[/i]
Dominus will send field agents to serve as bodyguard to the client or the designated target, building, border, road, etc. of a client. Dominus will also design a security system for the client upon request. Chairwoman: Maria Gonzalez

[i]Investigation and Screening[/i]
Dominus will investigate any crime, wrongdoing or mishap on behalf of the client. Dominus will also screen any potential employee of the client. Chairman: Henri Martel.

Dominus employs its own news agency, Dominus News Network, DNN, that can be ordered by a client country, and its message can be targeted as the target wants. AKA, propaganda. Chairwoman: Juliana Biru

Each branch employs around 1,000 workers, however Dominus special agents are much fewer in number. Each branch controls around 20-40 highly trained field agents, executives and technology experts in their respective field. 

All chairpersons are promoted from within their branch, so they have full awareness of what a mission needs to be completed. Many are former field agents or career managers.

Dominus trains highly specialized agents to perform several covert tasks as indicated by their clients. They also have a highly efficient weapons facility in the Cayman Islands that produces cheap, basic weaponry, such as assault rifles. Dominus employs agents from all over the world.
