[h3]Hive City Alpha, Antarctica[/h3]
Deep in the first hive city of Antarctica, capital of the Coalition of Independent Antarctica and of the two underground cities that house the majority of its population, a large crowd was gathering before the central hall of the Great University. This building complex, along with being the foremost center of scientific and technological advancement in the Coalition, housed the Coalition's Parliament. Made up of the top scientists and inventors in the Coalition, the parliament met regularly to decide upon major problems such as where research was to focus in the Coalition (the answer almost always being the strengthening of building and agricultural techniques) and what supplies were in the greatest demand for scientific research. Today however was different. A meeting had been called into parliament for a different and very serious reason. This reason would be announced to the public now by none other than the Great Scientist of the Coalition, Doctor Issac Gregoros.

"Citizens of the Coalition, now is a time of great importance for the entire world. A decision was made recently that will have far reaching effects all across the globe. For today, the Parliament and myself have decided to act. We have decided to award the position of Chief Weapons Researcher to none other than General James Martin of the defense force of Hive City Beta for his marvelous success in developing a weapons system that can operate in the frozen wastes in summer and winter with a 8% increase in efficiency. Congratulations General Martin."

After a loud round of applause, the General in question walked up to the podium and began to speak.

"Thank you Doctor Gregoros, I will be sure to make use of the increased funding that comes with this position to further improve the weapons systems and the various defenses of the two great Hive Cities. I would also like to take this time to announce to the public the reason for thi important research. As you all know, defensive systems are of the utmost importance. Despite our ongoing defensive agreement with the United Kingdoms, we do not have the population to compete against the rest of the world militarily. While normally not much of a problem, it is with great sorrow i must announce that war has once more risen it's ugly head in this world and has a good chance of escalating. We will join those countries that have decided to embargo the warring nations and apply sanctions to the aggressors. The world was still recovering from the last World War just twenty years prior. Now, I will give the podium back to Doctor Gregoros."

"Yes, It is with great sorrow that I must affirm the words of General Martin. We will not enter this war willingly, but we do condemn it. This speech is being broadcast across the globe and let this be our answer to this new War. The world is still recovering from the last World War, do not let this become another. Regardless, the Coalition of Independent Antarctica will extend its open arms to any refugees of this war who wish to escape the devastation it will certainly cause. As with World War III, Any who come, regardless of gender, religion, race, or nationality will be accepted and expected to do all they can to better not only their own situations, but that of the entire Coalition, as we all will. You will be in good hands here, and so long as you pull your own weight, you will go far in the Coalition. Thank You."

With that, the Doctor stepped off the stage and along with the rest of those on it, returned to the Great Hall of the University.
