I thought the same thing, but according to the wiki deflection "...took much skill in the Force to use this, however, and most Jedi used their lightsabers instead to deflect incoming attacks.

I figure most force users are not skilled enough to do it based on this description, and most who are would have neglected the skill because of its apparent redundancy, or at least niche use, when one wields a lightsaber. Obviously, more powerful force users require different tactics, which the squads would be presumably trained for. There is likely a level of jedi which normal troops cannot take, but that level would likely be rather high, and therefore encountering one in the field without intelligence would be unlikely enough not to warrant a serious change in tactics.

In addition, surprise is a major part of killing force users, I figure, so most targets, even if they can use the technique, may be caught unawares enough to be vulnerable.
