"It shall be done." the officer replied. "Shipments of weaponry have begun to the Islamic Republic of Iran and to any fighters who seek to oppose the South Asian imperialist aggression. Anti-air rockets are their particular favorites, they love shooting down enemy helicopters and occasionally the unlucky fighter."

"That is excellent," replied the Tsar. "We must exploit the division between Sunni and Shia, show them that they are the enemies despite all their appeals to the contrary. Soon, they will regret ever stepping foot in Iran."

"Citizens of the great nation of Iran, you must not listen to the propaganda of the empire which is even now trying to conquer you. They promise elections, they promise liberation from the Caliphate. But I say to you, actions speak louder than words. And what do their actions show you?"

"Towns bombed to ashes, children gunned down by their fighters. This is not a humanitarian venture, this is an invasion. Why would a Sunni empire respect the proud Shia tradition of Iran? They will try to convert you, to assimilate you into their country. They offer an olive branch with a gun barrel sticking out. I ask you, resist them with all of your might. Make them regret their imperialist and aggressive actions. The workers and peasants of the Soviet Empire, Muslim or not, stand in solidarity with you." The Tsar saluted the camera, and the broadcast ended.

The Soviet Empire agrees with the name suggested for the defensive pact by Ethiopia, and we hope for a brighter and more secure future under its auspices.

We respect both of your opinions regarding war with the Caliphate, and believe that military action should be taken against them, but that we should wait for the opportune moment to strike rather than charging in with reckless abandon.

In regards to the Ecumenical Patriarchate, our own Patriarch of Russia, Vladimir Kirill, has volunteered himself as a candidate for the Ecumenical Patriarchate in response to your offer. Such an appointment may yet renew Orthodox sentiment within the Soviet Empire.

The assassination of Zakariah Zaile, surely, is a terrible and unfortunate event, and the funeral I will attend. This makes it ever clearer the threat that the Caliphate raises, and this indeed could serve as pretext for war.

The Soviet Empire of Greater Russia would be glad to attend such a conference, as we believe firmly that a peaceful, or at least less destructive, solution to this conflict is possible. Our envoys will be arriving in Hamburg soon after the delivery of this letter.

We would also like to extend an offer of cooperation in securing the waters around the Caliphate against aggressors from abroad. If our navies cooperate, surely we can be a much stronger barrier against these clearly absurd ventures.

What we can offer, however, may be even more valuable. If the Caliphate will permit our Black Sea fleet to pass through the Straits of Gallipoli into the Mediterranean and through the Suez to the Indian Ocean, we will block the path of any incoming warships from the Americas, safeguarding it with all of our available naval force. Also, as we speak, we have begun supplying arms to the Islamic Republic of Iran with which to fight the South Asian aggressors. I do hope that these offers satisfy you and can improve relations between our nations.
