You should be careful about deciding this post-factum. I know the group decided to pair up, but this happened after Ezekiel left. And if Roxy continued in conversation with the rest of the group, this means that she didn't follow him at first. Nor is it said anywhere that she followed him afterwards. So I'm gonna go ahead and assume she suddenly appeared there, what with being a shadow-ninja and all.
