So I lower the power of his flames in his Halfling form, make his scales weaker(let's say resistant to knives, pistols, and some low powered Assault Rifles, but everything else can damage them and beyond depending on what it is) and lower the toughness of his claws and teeth. Would that make the western more applicable?

Edit: That was more of an overview of the Eastern Form's ability what he can do than an actual power, and I originally though of the weather manipulation as passive, but somehow believed that would be to powerful or something. Does that include the lightning guiding, or is that still active?

Also, what do you think Max's reaction would be if she ever found out who her stalker is, since she probably knows already, as quadcopters aren't exactly silent.
