Your diplomats would be watched closely and not trusted, so sending in spies through the embassy probably wouldn't be the best way to do it. Get some people who look like Tinites/can pass as one/won't stick out in a urban area and transport them in some non-Yamatai affiliated caravan/trade ship or just plain old ninja-ing across the border. If all goes to plan, they won't have to get their hands dirty.
