Yes, it is not everything, but a race falling behind would do so in every aspect, military was just an example.
And military technology is extremely important when there are some people doing raids left and right.

I tend to agree with Veoline that [i]some[/i] kind of system would be nice. Maybe it has to do with my planning problems, but I'm not exactly sure how much time should pass with each post. I feel like some kind of unified time-keeping system (out of character, of course), no matter how simple it is, could help. Just my opinion, I'm not an expert roleplayer.
